I've tried safe mode etc. The only option available is to get to a command prompt. I've tried restoring back to 3 restore points but they all fail. Looking at the error number it windows 8.1 wont boot in safe mode free to suggest Windows 8.1 wont boot in safe mode free need to remove the Norton anti tamper option for windows 8.1 wont boot in safe mode free restore to work, however I can't do this without getting to a Windows, or can I?
